Shoigu delivered a "special message" from president Vladimir Putin, to Iranian President Hassan Rouhani. But no further details were provided.
Iranian news agency IRNA said the defense minister presented an overview of the situation, regarding stability and process of negotiations for a ceasefire in Syria. While Rouhani said resolving the crisis in Syria, can only be achieved through political negotiations. He said it must be Syrian people who ultimately decide their country's future. Shoigu said Russia and Iran were ready to step up their military cooperation.
Russia has earlier authorised the delivery of the S-300 anti-aircraft missile batteries to Iran.
