联合国将就乌克兰局势举行联大紧急特别会议

The UN security Council (UNSC) on Sunday adopted Resolution 2623 that calls for an "emergency special session" of the UN general Assembly on the Ukraine crisis.

联合国安理会27日举行会议，表决通过了要求就乌克兰局势举行紧急特别联大的第2623号决议。

It is the first such a resolution that the council has adopted in four decades, according to the Security Council Report.

这是安理会40年来通过的首个关于举行紧急特别联大的决议。

这项决议的草案由美国和阿尔巴尼亚向安理会提交，要求联合国大会于28日召开“紧急特别会议”（emergency special session ），讨论如何就乌克兰局势采取集体行动（collective action on the Ukraine crisis）。

The vote by the 15 member council was procedural, and the resolution convening the General Assembly session was adopted with 11 "yes" votes. Russia voted "no" while the United Arab Emirates, India and China abstained.

表决结果显示，安理会15个理事国中，11个国家投了赞成票，俄罗斯投了反对票，中国、印度和阿拉伯联合酋长国投了弃权票。

根据联合国相关规定，安理会5个常任理事国（permanent members of the UN Security Council）俄罗斯、法国、英国、美国和中国无权在此类投票中行使否决权（veto）。

俄罗斯是联合国安理会2月份的轮值主席国（hold the Security Council’s rotating presidency this month）。安理会25日曾因俄罗斯投否决票，未能通过一项关于乌克兰当前局势的决议草案(the UNSC on Friday failed to adopt a draft resolution on Ukraine) 。
