China's state Council has issued a special plan for science and innovation under the 13th Five-Year Plan.
The plan makes innovation the top driver for development. It says China should strengthen innovation, support supply-side reforms, and deepen reforms in science and technology.
The plan also calls for increasing the input intensity for research and development from the current 2.1 percent to 2.5 percent by 2020.
In addition, it urges increasing the knowledge-intensive service industry's proportion of GDP from 15.6 percent to 20 percent.
The plan also calls for 15 major projects focusing on such sectors as telecoms, advanced manufacturing, biomedicine, energy and the environment.
